Rules for Establishing a Student Rewards and Penalties Committee

Approved at the Student Affairs Meeting on March 27, 2013

 

Article 1          These rules are stipulated in accordance with Article 34 of the National Taipei University of Nursing and Health Sciences (NTUNHS) Charter.

Article 2          To ensure the rights of students are upheld, the Student Rewards and Penalties Committee (hereinafter referred to as this Committee) is established to ensure fair and impartial discussion and review of major cases regarding rewards and penalties of students.

Article 3          This Committee shall comprise the following members

  1. Ex officio members: the Dean of Student Affairs and the Director of the Student Counseling Center.
  2. Faculty committee members: two full-time faculty members appointed by each college and one full-time faculty member from the General Education Center.
  3. Student committee members: four representatives, one from each college and one graduate student, appointed by self-governing student organizations.
  4. The members of this Committee may not simultaneously serve on the Students Appeal Review Committee and shall be appointed by the Office of Student Affairs at the beginning of each academic year, following signed approval by the NTUNHS president. Each term on this Committee is 1 year, and committee members may be reappointed if they are elected as representatives again. Ex officio members shall be appointed or removed in accordance with their position.
  5. This Committee shall have a chairperson, concurrently served by the Dean of Student Affairs, and one executive secretary, assumed by the head of the Student Guidance Division; the Committee may also establish an officer in charge of handling committee affairs.

Article 4          The responsibilities of this Committee are as follows:

  1. Reviewing and amending the rules on rewarding and penalizing students.
  2. Reviewing major cases involving the rewarding or penalizing of students based on major merits or major demerits.
  3. Reviewing other matters that involve rewarding or penalizing students.

Article 5         This Committee shall be convened whenever necessary, and the attendance of at least two-thirds of all members is required to constitute a quorum. A resolution requires the consent of more than half of the members present; major penalties such as the withdrawal from studies and the cancellation of student status require the approval of at least two-thirds of the members present.

Article 6         When convening this Committee, the involved party or parties may be invited to present their arguments; however, in cases involving gender equity, in consideration of student dignity and to prevent the repeated interrogation of affected parties, the investigators of the case shall speak on a student’s behalf. Committee members shall recuse themselves from cases they had brought forward or in which they have a conflict of interest.

Article 7         Attendees of Committee meetings shall maintain strict confidence regarding the contents of meetings and the opinions of Committee members.

Article 8         These rules and their amendments shall be implemented after approval at the Student Affairs Meeting and by the NTUNHS president.
